Estonia and Saudi Arabia Join Forces to Drive Digital Innovation and SME Growth in a Strategic New Deal

Estonia and Saudi Arabia have recently forged a strategic partnership aimed at accelerating digital transformation, innovation and small business development. The two countries signed a Memorandum of Understanding between the Estonian Business and Innovation Agency and Monsha’at, The Small and Medium Enterprises General Authority in Saudi Arabia, to build entrepreneurial relationships and share best practices from high growth, innovative firms. Estonian companies will work with Saudi SMEs on capacity building, digitalisation efforts, knowledge exchange programmes, joint workshops and training events to enhance SME capabilities and drive sustainable growth.


Under the agreement Estonia’s strength in startup ecosystems, digital infrastructure, e‑governance and innovation will align with Saudi Arabia’s Vision 2030 goals of diversification and innovation. Both governments and private sector actors are involved. The Estonian delegation in Riyadh included leaders from companies working in digital solutions, cybersecurity and sustainable technologies. The partnership will not only open doors for business collaboration but is also intended to support long term institutional cooperation, enabling both countries to jointly pursue sectors such as green tech, cybersecurity, smart cities and emerging tech.


This move underscores Estonia’s readiness to export its proven tech and innovation models while engaging with large scale transformation efforts in Saudi Arabia. For Estonian startups and SMEs this opens new market opportunities, especially in sectors prioritized under Vision 2030. For Saudi businesses the deal offers new sources of innovation, technical know‑how and collaboration.
