Estonia is quickly becoming a serious player in the global healthtech arena, thanks in large part to the new development model launched by Health Founders Estonia. Officially unveiled in March 2025, this initiative is more than just an accelerator, it’s a bold, ecosystem-wide strategy designed to help early-stage healthtech startups scale with intention, purpose, and global ambition.
With backing from key institutions such as the Estonian Health Economy Association, University of Tartu, Tartu Science Park, and Civitta Estonia, the program reflects a coordinated effort to align research, business, regulation, and funding under one shared vision: to make Estonia a hub for breakthrough health innovation.
What makes the Health Founders model different?
It’s structured around four foundational pillars:
Combining tech development with sharp business strategy
Fostering co-creation across the ecosystem

But it's not just about support,it's about ambition. Estonia has publicly stated its goal to lead Europe in healthtech unicorns per capita by 2035. To get there, the ecosystem is focusing on addressing known challenges like capital access, skilled workforce gaps, and regulatory complexity, all while leveraging Estonia’s digital-first infrastructure and global reputation for innovation.
The Results Are Already Showing
Startups like Certific, a platform for patient relationships and clinical data collection, have already made significant strides, securing over €700K in funding and capturing more than a quarter of the national market in under two years.
Meanwhile, Migrevention is harnessing Estonia’s e-health backbone to deliver a clinical-level solution for chronic migraine patients. With seamless access to real-world patient data and nationwide digital records, Estonia offers a unique testbed for solutions that need real-time clinical validation and public sector collaboration.
